The European Union issued Draft Commission Delegated Regulation (EU) amending Annex I to Regulation (EU) 2019/1021 of the European Parliament and of the Council as regards the entry for perfluorooctane sulfonic acid and its derivatives (PFOS). ​The Conference of the Parties decided to amend the acceptable purpose for the use of PFOS, its salts and PFOSF for metal plating (hard metal plating) only in closed-loop systems to a specific exemption. To reflect this decision, the Draft amends Part A of Annex I to Regulation (EU) 2019/1021 for PFOS.
 
The effect of the amendment allows Parties to use the referenced exemption for a maximum period of five years after the entry into force date. The exemption may be extended for additional five years following a decision by the Conference of the Parties, upon request by a Party, and based on a justification of the continuing need for that use. The Draft Regulation would enter into force on the twentieth day following that of its publication. The feedback period ended December 27, 2019.

India issued the Environment (Protection) Second Amendment Rules 2019 which added the effluent standard for automobile service stations, bus depots, and workshops, including the limits of dissolved phosphates, zinc, and metal, and the requirements for any solid or hazardous waste.

Taiwan issued amendments to the Toxic and Concerned Chemical Substances Management Law. The amendments mainly widen the source of control of chemical substances, add new management concerns to chemical substances, expand the sources of chemical substance collection lists and establish relevant classification principles.

​Germany introduced the Federal Climate Protection Law and changed a series of regulations. The law standardizes national, European, and international climate protection goals. The law further amends  Appendix 5  of the Environmental Impact Assessment Act and details the establishment of the "Energy and Climate Fund.” Amendments to regulations  involve the following subject areas:
​

• Sector-related annual emissions with reporting from the Federal Environment Agency and, if necessary, adjustments and stipulation of additional measures;
• Establishment of an expert council for climate issues with reporting to the Federal Government and Bundestag;
• Specification of the exemplary function of the public sector; and
• Adjustments to the legal framework for the Energy and Climate Fund.

 
The law came into force the day of announcement, December 17, 2019.

Saudi Arabia is expected to publish a national chemical safety program as early as mid-2020.

​The program will collect data on all chemicals used and manufactured in the country.

​It will further compile a national inventory used to develop new and strengthen existing regulations on the management of chemicals.
 
Despite Saudi Arabia’s 2006 law governing the import and management of chemicals (Royal Decree No. M/38) and the its ratification of the UN's Basel, Rotterdam and Stockholm Conventions on hazardous chemicals and waste, the country has no national scheme currently in place.

​Ontario issued an amendment to the Waste Diversion Transition Act 2016, promoting the reduction, reuse and recycling of waste.

​The amendment provides for the operation of waste diversion programs and promotes the orderly winding up of waste diversion programs and industry funding organizations in order to allow responsibility for waste to be governed under the Resource Recovery and Circular Economy Act 2016.

Ontario issued an amendment to the Safe Drinking Water Act 2002.

The amendment recognizes that the people of Ontario are entitled to expect their drinking water to be safe.

​Quebec issued an order respecting mandatory reporting of certain emissions of contaminants into the atmosphere. The order requires the emissions report for the current year to be made by the new operator, and the previous operator must provide the new operator with all the data required for the report for the period of the year for which the enterprise, facility, or establishment was under. The order went into effect on January 1, 2020.

The EU issued Commission Implementing Decision (EU) 2019/2010 of 12 November 2019 establishing the best available techniques (BAT) conclusions, under Directive 2010/75/EU of the European Parliament and of the Council, for waste incineration.

​The Annex contains provisions clarifying scope, BAT conclusions, and descriptions of techniques. The relevant BAT conclusions apply to the following activities:
​

1. Disposal or recovery of waste in waste incineration plants;
2. Disposal or recovery of waste in waste co-incineration plants;
3. Disposal of non-hazardous waste with a capacity exceeding 50 tons per day involving the treatment of slags and/or bottom ashes from the incineration of waste;
4. Recovery, or a mix of recovery and disposal, of non-hazardous waste with a capacity exceeding 75 tons per day involving the treatment of slags and/or bottom ashes from the incineration of waste; and
5. Disposal or recovery of hazardous waste with a capacity exceeding 10 tons per day involving the treatment of slags and/or bottom ashes from the incineration of waste.
