China Announces Norm of Carbon Emission Caps per Unit Product of Petroleum and Chemical Industry7/30/2019
The Standardization Administration of China, or SAC, has announced the development of a norm for carbon emission caps per unit product for both the petroleum and chemical industries. The norms will regulate carbon emission requirements, scope of statistics, calculation methods, carbon emission management, and measures for carbon emission caps. Changes were made to Articles 4, 5, 6, 10, and 11. The amended articles seek to resolve issues of waste disposal and treatment capacity of waste treatment facilities. China's Ministry of Ecology and Environment published the first batch of List of Toxic and Hazardous Water Pollutants on July 23rd, containing 10 types of water pollutants. Entities that emit the pollutants listed must obtain a pollutants emission permit and pay the appropriate emissions fees in order to legally operate. They are also required to monitor and assess all related sewage outlets, environmental impacts, hazards, and report data. The Sustainable Waste Management Act, 2019 aims to establish an appropriate legal and institutional framework for the efficient and sustainable management of waste in the framework of the green economy; reduce air, land, and water pollution; and promote the realization of Kenya Vision 2030 zero waste goal and the realization of Article 42 of the Constitution on the right to a clean and healthy environment for all. The new law and policy are expected to be in place by December 2019.

Sweden issued the Regulation amending the Regulation (2012: 861) on hazardous substances in electrical and electronic equipment. The amendments change several definitions in section 4 and provided exceptions to the prohibitions in section 8. The amendments entered into force on July 22, 2019. Consultation Opened in Canada on Volatile Organic Compound Concentration Limits for Certain Products7/6/2019
Canada has launched a consultation on the proposed Volatile Organic Compound Concentration Limits for Certain Products Regulations. The proposed Regulations would establish VOC concentration limits for approximately 130 product categories and subcategories, including automotive and household maintenance products, adhesives, adhesive removers, sealants, caulks, and other miscellaneous products. Any person may, within 75 days after the July 6, 2019, file with the Minister of the Environment comments with respect to the proposed Regulations or, within 60 days after the date of publication of this notice, file with the Minister a notice of objection requesting that a board of review be established under section 333 of that Act and stating the reasons for the objection.
